Senate and House bump heads over emergency shelter cap with budget bill.

Healey’s proposal to give the state’s overburdened shelter system $250 million is part of the $2.8 billion spending package that the Senate, like the House, has approved.

However, in contrast to the House, a crucial component of the House bill was absented by Democrats in charge of the upper chamber: language authorizing an overflow site required to maintain the governor’s 7,500-family shelter quota.

The $2.7 billion supplementary bill introduced by shelter leaders includes $50 million for an overflow location intended to shelter homeless families. Healey was required by the House measure to establish a site within 30 days or else she would forfeit her shelter cap until a site was located.

Tuesday is scheduled as the start of the Senate’s formal session and debate.
