KTTC, Saint Paul, Minn. Prior to the 2024 legislative session, Minnesota State Senator Jeremy Miller (R-Winona) unveiled an amended sports betting plan.
In an effort to legalise sports betting in Minnesota by 2024, the Minnesota Sports Betting Act 2.0 expands on earlier legislative initiatives, such as Miller’s Minnesota Sports Betting Act proposal from the previous year.
Senator Miller stated, “Minnesota continues to miss out on what is now a $100 billion industry.” He continued by saying that the goal of the measure is to “bring folks together to work towards a bipartisan solution to legalise sports betting in Minnesota […]”.38 additional states, Puerto Rico, and Washington, DC have already approved sports betting as of this writing.
Since the Supreme Court overturned a federal law in 2018, thirty-eight states have legalised sports gambling.
The 11 tribal nations in Minnesota would be able to apply for licences to offer retail and mobile sports betting under the proposed bill. In Minnesota, licence holders would also be able to run retail betting operations on the grounds of professional sports stadiums or horse racing facilities.
Additionally, the plan suggested a 15% tax rate on winnings from sports betting, which is about normal for the country. The proposed uses for the tax revenue are to support local charities with charitable gaming tax exemption, draw large events to the state, increase horse racing, supply resources for problem gambling, encourage young sports, and enable athlete education initiatives.
Additionally, the plan seeks to reinstate some of the charitable gaming options—such as bonus games and free spins on electronic pull-tabs—that were removed by the 2023 tax law. Senator Miller continued, “Changes made to electronic pull-tabs last session raised significant concerns from charities across the state.” “Restoring some of the features removed from the omnibus tax package last year will take care of some of their concerns.”
Representatives Pat Garofalo and Zack Stephenson of Minnesota are among the legislators who have shown a great deal of support for the idea. Garofalo was a strong supporter of gambling in Minnesota and collaborated with Stephenson to form a coalition of both parties that has been pushing for legislation for a number of years.
